POSITION SUMMARYPlans, coordinates, budgets, and supervises various Government Facilities, Park and Recreation and Historic Landmark design and construction projects from Project initiation/Programming development to completion. This position, under minimal supervision, is responsible for selection, negotiation, bidding, and supervision of all activities regarding external consultants, General Contractors, Construction Managers or other design and construction vendors; and tracks progress against milestones and adheres to budgetary guidelines.ESSENTIAL FUNCTIONSApplicants should be able to work independently within a complex team environment and be capable of open collaboration between design consultant teams, county personnel, general contractors, the public, and other stakeholders * Supervise design professionals, construction project managers, project managers or other positions in the engineering, environmental or maintenance job classesCoordinate construction resources and track project progress against established timelines and schedulesEnsure work is completed on time, within budget, and to meets program requirements specificationsSelect, negotiate with, and coordinate the work of design professionals vendors and contractors and construction managers.Responsible for material management and delivery scheduling tasks in support of assigned projectsTrack project progress against milestones, budgetary guidelines, or other performance indicators. Prepares and delivers reports to managementInspect or review projects to monitor compliance with building and safety codes and environmental regulationsInvestigate damage, accidents, or delays at construction sites to ensure that proper construction procedures are being followedDevelop or implement quality control programs and environmental protection programsMeet with regulatory agencies and contractors to ensure permitting conditions and requirements for internal/external projects are considered in project scope, timeline, budgetEnsure that all necessary permits or licenses are obtainedAct as a liaison between the client and project team members regarding changes or problemsMINIMUM QUALIFICATIONSExperience: Minimum of four years of related project management experience or training.Education: Bachelor's and/or Master's degree in Architecture or , Engineering, Construction Management, one of the natural sciences or related field.Combination of relevant education and relevant experience accepted? YesLICENSE AND CERTIFICATIONSValid NC or SC driver's licenseRequires the ability to obtain and maintain a Mecklenburg County Operator's Permit (COP)Annual Motor Vehicle Record (MVR) check requiredProfessional Engineer (PE), Professional Geologist (PG), or Qualified Environmental Professional (QEP)Depending on area of assignment, may require Registered Architect (RA), Registered Landscape Architect (RLA) or Professional Engineer (PE) licensePREFERRED QUALIFICATIONSRegistered Architect or RLA, and Professional Engineer preferredKNOWLEDGE, SKILLS AND ABILITIESKnowledge ofCommercial design, construction and possess a strong working knowledge of structural mechanical, electrical, plumbing systems, fire protection, telecom data and audio-visual systems, project management, research principles and resourcesApplicable federal, state, and local statutes, codes, and regulationsBusiness English, spelling and arithmeticOverall function and responsibilities and services in assigned areaBudgetary principlesMaterials, methods, and the tools involved in the construction or repair of buildings or other structuresBusiness and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resourcesPractical application of engineering science and technology.
