Job Description:

Job DescriptionCity of Greenville invites applications for the position of: Planner II (Housing) The purpose of this position is to provide implementation and coordination of housing assistance programs and projects. This is accomplished by review of technical grant procedures; coordination of program objectives with clients and other housing partners; monitoring grant recipients for compliance; preparing reports and studies; implementation of federal and state policies; closing loans; and maintaining documents and files. This position will also obtain a working knowledge of all functions within the Division to assist as directed. Hiring Salary Range: $48,713.60 - $73,091.20 EXAMPLES OF DUTIES: HOME Program Coordination * Functions as a staff person for the HOME Investment Partnership program and other housing programs by coordinating and monitoring housing development, down payment assistance, and other projects; * Reviews submitted applications; * Monitors progress of projects; * Prepares legal and compliance documents; * Relocates occupants and follows up with clients as necessary; and * Provides outreach to local groups. Program Closing Management * Functions as support staff person for housing rehabilitation programs by assisting qualifying applicants and monitoring housing rehabilitation projects for compliance; * Coordinates grant program materials with HUD; and * Prepares required reports for HUD quarterly, semi-annually, and annually. Special Events Administration * Coordinates special events such as homeownership education workshops, housing fairs, and open houses; and * Prepares marketing materials for programs and completes community outreach efforts of programs administered. Crosstrain in All Functions * Assists with CDBG, HOME, other grants, and other functions as directed; and * Acquires a working knowledge in these areas from application through close out and monitoring. MINIMUM QUALIFICATIONS: Education and Experience: * Bachelor's degree from an accredited college or university in urban planning, public administration, geography, or a related field. * Over three (3) years of experience in urban planning, housing and HUD programs, or related work. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of: * principles and practices of urban planning, including socioeconomic implications of planning. * City's subdivision and development program. * land use concepts, population density, and annexation problems. * quantitative methods and research techniques. * municipal government framework. Skilled in: * preparation of charts, graphs, and maps. * interpreting statistical data. Ability to: * organize and conduct complex planning and research studies and formulate relevant recommendations based on such research. * prepare and maintain with technical accuracy comprehensive master city plans and maps, especially as they apply to land use planning. * direct, supervise, and coordinate several major planning projects concurrently. * prepare and present clear and concise oral and written reports of planning activities to internal and external agencies. * establish and maintain effective working relationships with the general public, other City employees and officials, and other departments.
