POSITION SUMMARYThis position is the third level of the Application Developer series. Provides support and configuration for packaged and custom Mecklenburg County applications. This position, with minimal supervision, is responsible for designing, coding, testing, correcting, and documenting complex programs and scripts from agreed specifications, and subsequent iterations, using agreed standards and tools, to achieve a well-engineered result. Under the supervision of the Application Manager, the Application Developer in this class is responsible for leading an application development team to deliver applications based on detailed specifications. The incumbent will be a member of the Mecklenburg County DevOps team working in an Azure, Azure DevOps, and Dynamics 365/Power Platform environment.ESSENTIAL FUNCTIONS

  • Design, code, test, deploy, maintain, enhance, and support County software systems
  • Work with business customers and IT business analysts in translating requirements into plans and specifications
  • Work in a team-based environment, communicating effectively with all levels of staff and management
  • Identify business and system requirements
  • Produce design and other technical documentation
  • Design and code reviews for components produced by self and other teams
  • Provide work estimates to project team and lead
  • Be a resource and mentor to lower-level staff
  • Design and develop enterprise level standardization across the DevOps team including but not limited to continuous integration, continuous delivery, continuous deployment, and automation
  • Present knowledge of various products across the DevOps area (Azure, TFS/Git, ARM template, Docker, Container)
  • Provide support for production deployments of .net applications, Dynamics 365 apps, Power Apps and assist with Azure DevOps project creation and environment access
  • Work closely with Application Development team, Enterprise Architecture, DBA and Quality Assurance team regarding application deployment and testing
  • Administer/Configure, troubleshoot, upgrade Azure DevOps projects and Dynamics 365/Power Platform environmentsMINIMUM QUALIFICATIONSExperience:Minimum of five years of programming experienceEducation:Bachelor's degree in Information Technology or Computer ScienceCombination of relevant education and relevant experience accepted?YesPreferred Qualifications: MSDN Level CertificationKNOWLEDGE, SKILLS AND ABILITIESKnowledge of
    • Current software development technologies, trends, and methodologies

      • Experience with JS libraries, HTML5, and CSS
      • Experience developing in a continuous integration environment using source code control, automated testing, and build automation
      • Experience with agile development practices
      • Previous experience implementing automated deployments for .NET code, SQL schema (DacPac) including SQL Server Data Tools
      • Experience setting up automated deployment on both on-premises and on Azure cloud
      • Hands-on experience working with GIT version control branching, merging, pull requests
      • Experience with development languages: C#, PowerShell; to setup custom task to build and deploy code in Azure DevOps and perform automation work
      • Previous experience working on multiple Azure resources like App Services, Function apps, API management, Azure Functions, Azure Keyvault etc.
      • Experience setting up both build and release pipelines in Azure DevOps in both Classic pipeline and YAML pipeline.
      • Knowledge of multi-stage pipelines in Azure DevOps
      • Have good understanding and experience setting up Azure pipelines with static code analysis tools
      • Experience setting up Azure pipelines with DevSecOps tools
      • Strong understanding of cloud architecture and hybrid cloud solutions
      • Working knowledge of infrastructure as a code and configuration tools
      • Experience setting up CI/CD for Dynamics 365/Power Platform applications is plus
      • Experience with containerization tools like Docker/Kubernetes is plusAbilities
