decisions SUMMARY The City of Charlotte’s Office of Youth
Opportunities (OYO) is seeking a Business Engagement & Partnership
Development Coordinator to lead employer relationship development,
business recruitment, and strategic outreach efforts in support of
youth employment and career pathway initiatives. This position
serves as a primary liaison between the Office of Youth
Opportunities, regional employers, industry partners, and community
stakeholders, strengthening business participation across OYO
programs and expanding access to paid, meaningful work-based
learning opportunities for Charlotte’s youth and young adults. The
role plays a key part in advancing equitable workforce pathways and
long-term economic mobility for youth. Major Duties and
Responsibilities : Business Development & Employer Engagement Lead
employer recruitment, communication, and engagement strategies to
identify, onboard, and retain business partners participating in
OYO youth employment and internship initiatives. Cultivate and
manage relationships with regional businesses, industry partners,
chambers, and professional associations to expand high-quality
work-based learning opportunities across OYO programs. Articulate
and align employer value propositions, including workforce
development, early talent access, and corporate social
responsibility, with OYO program goals and priority industries.
Guide prospective employers through application, contracting,
compliance, and participation requirements, ensuring a smooth and
consistent partner experience. Track employer pipelines, engagement
activity, and participation outcomes using CRM and data systems to
support informed decision-making and continuous improvement.
Community Partnerships & Network Building Build and sustain
collaborative relationships with community organizations, schools,
workforce partners, and internal City departments to strengthen
youth employment and career pathways. Coordinate outreach and
engagement efforts across partners to ensure consistent messaging
and aligned recruitment strategies. Represent OYO at meetings,
events, conferences, and industry convenings to advance program
visibility and partnerships. Identify emerging workforce trends and
employer needs to inform recruitment strategy, partnership
development, and program design. Support partner-facing events,
orientations, and convenings that strengthen employer and community
engagement. Business Recruitment & Outreach Plan and execute
targeted employer recruitment and engagement campaigns across
digital, web, email, social media, and in-person channels to
attract, onboard, and retain business partners for OYO youth
employment and internship programs. Develop strategic messaging and
outreach materials tailored to employers, industry partners,
chambers, professional associations, and community stakeholders,
while also supporting student, parent, and school-facing
communications as needed. Analyze recruitment and outreach
performance data (including employer leads, conversion rates, and
engagement trends) and recommend data-informed strategies to
strengthen business participation, improve partner retention, and
expand employer pipelines. Support the development and
implementation of annual employer recruitment and enrollment
strategies designed to meet or exceed OYO program participation
targets and align with priority industries and workforce needs.
Program Operations & Administrative Support Support youth and
employer application, interview, and selection processes using
digital platforms and data systems. Maintain accurate records,
participation data, and documentation to support program
compliance, reporting, and evaluation. Assist with program
assessment efforts through surveys, feedback collection, and
performance tracking. Provide operational and administrative
support to OYO program staff and the MYEP Manager as needed.
Support program events and activities, including occasional evening
and weekend work during peak program periods. Knowledge, Skills &
Abilities : Demonstrated experience engaging employers, partners,
and diverse stakeholders in a workforce development, community
engagement, or youth-serving environment. Strong written and verbal
communication skills, including presentation and facilitation.
Ability to build trust-based relationships and manage external
partnerships. Experience developing strategic outreach materials
and campaigns aligned to recruitment goals. Strong analytical,
organizational, and time-management skills with the ability to
manage multiple priorities. Proficiency with Microsoft Office and
database/CRM systems. Sound judgment, problem-solving skills, and
the ability to work independently and collaboratively. Access to
reliable transportation for off-site meetings and events. Technical
Skills & Systems Proficiency Proficiency with CRM and database
systems for managing employer pipelines, tracking engagement
activity, and documenting partnership outcomes. Strong working
knowledge of Microsoft Office Suite (Excel, Word, PowerPoint,
Outlook) for data tracking, reporting, and presentations.
Experience using digital communication and outreach tools,
including email marketing platforms, web content management
systems, and social media platforms (e.g., LinkedIn, Instagram).
Ability to analyze and interpret recruitment, outreach, and
engagement data to inform strategy and improve business
participation and retention. Familiarity with virtual meeting and
collaboration platforms (e.g., Microsoft Teams, Zoom). Experience
supporting online applications, intake, or interview platforms
(e.g., Spark Hire or similar). Ability to quickly learn and
navigate internal data, financial, and workflow systems in a
public-sector environment. Preferred Qualifications : Experience in
business engagement, partnership development, employer relations,
or account management within a public-sector, nonprofit, or
workforce development setting. Demonstrated success building and
maintaining long-term external relationships with employers,
industry partners, or community-based organizations. Experience
supporting or managing recruitment pipelines, partnership
portfolios, or stakeholder engagement strategies. Familiarity with
workforce development, internships, early talent pipelines, or
corporate social responsibility initiatives. Experience
coordinating outreach or engagement efforts across multiple
stakeholder groups, including employers, schools, and community
partners. Bilingual (English/Spanish) Minimum Qualifications :
Requires a high school diploma or equivalent with three years of
relevant experience, an associate degree with one year of relevant
experience, or a bachelor’s degree. Must be proficient using
Microsoft Office. CONDITIONS OF EMPLOYMENT The City’s Background
Check Policy requires background checks to be conducted on final
