Our Optical Communications segment has recently evolved from being
a manufacturer of optical fiber and cable, hardware and equipment
to being a comprehensive provider of industry-leading optical
solutions across the broader communications industry.This segment
is classified into two main product groupings - carrier network and
enterprise network. The carrier network product group consists
primarily of products and solutions for optical-based
communications infrastructure for services such as video, data and
voice communications. The enterprise network product group consists
primarily of optical-based communication networks sold to
businesses, governments and individuals for their own use.
Purpose of Position:
The primary role of the position is to support outside plant fiber
optic network design through the means of permitting aerial and
underground and path creation. The candidate will work with
engineering resources both internal and external to develop best
practices and design standards taking into consideration path and
permitting considerations to create a more efficient design. This
individual will also be expected to work with different customers
integrating with customer systems and design processes.
Scope of Position:
- Works with both internal and external stakeholders to gain
consensus on design standards and would be responsible for
documenting them into formal processes and procedures.
- Have the ability to contact multiple authorities whether it be
local, state, or federal and gain permitting requirements for, but
not limited to DOT, DEP, PUC, Railroad as well as various Pole
owner attachment applications.
- Encompasses the use of integrated systems for computer-aided
design used for the systematic representation and dimensional
specification of mechanical and architectural structures.
- Reviews drawings or schematics for outside plant systems, is
able to track make-ready and permitting requirements as it affects
the overall build plan in a FTTX deployment.
- Individual will have an understand outside plant equipment and
structures and makes determinations on how to solve specific
problems that arise to coincide with standard or best design
practices.
- Utilizes CAD digitizing techniques and skills. Gives design
feedback to both internal and external engineers and works to
streamline design processes with changing permit requirements from
municipality to municipality.
- Makes engineering computations and prepares and revises
specifications.
- Requires understanding and application of standard engineering
or scientific theories, concepts, principles, and techniques.
- Requires the ability to develop and resolve solutions to
routine technical problems.
- Able to work on projects closely monitored and technical
assignments are given without detailed instructions.
- Contacts are primarily with immediate project team or leaders,
or other professionals in a similar group but can be routinely
working as part of a larger project with direct contacts to
customers. Major Role and Responsibilities:
- Work with internal system engineers and outsource engineering
vendors on complex outside plant design scenarios and formulate
best plans of action for service.
- Review complex CAD designs utilizing numerous layers and blocks
and incorporate custom layouts as needed or required by the
customer.
- Work with Systems engineers in team environment to ensure
designs are complete in a given build schedule with respect to
influences of prioritizing make ready and permitting completion
timelines affect build schedules.
- Research permitting requirements in applicable regions in-order
to set design standards for projects in multiple regions. (Local,
State, Federal).
- Review permit drawings for City, County, DOT, and MOT
permits.
- Determine where to gather necessary utility information and
give feedback to drafting technicians.
- Understand how to create underground bore profile drawings
and/or aerial pole data tables.
- Ability to manage multiple tasks at a time and create methods
to organize tasks into a project flow to be reported out on as
needed.
- Participate in scope review with customer and/or vendors to
ensure design requirements and output are understood
thoroughly.
- Work with Engineering resources to create high Level Design to
define the path for the engineering fielding tech crew.
- Assist design team to assemble designs in the most
cost-effective method with consideration of the impact of
construction and material cost and the optimization of Corning
specified materials.
- Use fielding data, photos, and sketches to view design and
provide feedback to walkout crews where questions remain.
- Occasional site visits to obtain necessary design information
and confirm design requirements with the customer could be
required.
- Ensure obstacles such as culverts, waterways, easements, aerial
trespass, and other pathway obstacles etc. are accounted for in the
design.
- Review construction level prints for OSP FTTX designs and give
feedback as needed. Certificates/Security Clearances/Other
Required Knowledge and Skills:
- Successful candidate will have advanced knowledge of AutoCAD
and or other CAD programs, preferably Civil3D.
- Candidate must be able to develop creative solutions using
multiple product sets.
- Experience with Project Managing outsourced engineering firms.
Required Education and Experience:
- Four-year engineering degree from an accredited engineering
institution preferred OR 20+ years of relevant optical OSP
engineering or construction experience required.
- 5+ years' experience with submitting permit applications in
Right of Way, or for pole attachments. Soft Skills:
- Strong oral and written communication skills. Desired Skills:
- Familiarization with Corning products.
- Familiarity with outside plant surveying using systems/devices
like Trimble, IKE, Katapult and understanding the incorporation of
data transfers from these devices into CAD.

This position does not support immigration sponsorship.
The range for this position is $93,894.00 - $129,105.00 assuming
full time status. Starting pay for the successful applicant is
dependent on a variety of job-related factors, including but not
limited to geographic location, market demands, experience,
training, and education. The benefits available for this position
are dependent on hours worked and may include medical, dental,
vision, 401(k) plan, pension plan, life insurance coverage,
disability benefits, and PTO.
