The Managing Director Rate Design & Regulatory Solutions reports to the VP, Rate Design & Strategic Solutions. This position is responsible for leading the creation and execution of new key pricing designs and key strategic programs involving rate design across all jurisdictions. The leader is not only responsible for strategies and innovation in rate design, but also responsible for its adoption, marketing and implementation. Engaging with the right stakeholder, external or internal, this leader is responsible for developing, negotiating, seeking approval of, and implementing pricing, rate tariffs, and contracts that recover the proper level of revenue, ensure an adequate return to investors, and respond to competitive pressures. This involves interactions not only with the Regulators and Commissioner, but also with industry partners, industry groups, joint coalition alliances etc. in order to influence new and improved pricing that matches customer needs. Also responsible for representing the company's position on pricing, rates, and contract issues before customers, customer group representatives, trade organizations, and regulators. Lead efforts in negotiating pricing and related issues with especially large customers and their consultants; and most important, developing and successfully concluding required filings with regulatory commissions. Responsible for research to support innovation, compiles studies and maintains rate, revenue, load and customer data to assess the effectiveness of current tariff schedules and rules; develops proposals to change the organization's existing rates and rules. This position will build a team as well as work thru extended teams to create a culture of innovation, customer centricity, and risk management.Responsibilities
Lead Rate Design Strategies
--- Lead development of (innovative) rate designs to satisfy current and future needs of key customer, and various customer segments tailored specifically for all jurisdiction
--- Provide corporate-wide strategy development for pricing and rate design, conducts industry research & modeling, assesses trends regarding pricing and rate design, all to support overall corporate goals.
--- Lead rate design strategies that are aligned with Enterprise priorities and Regulatory strategiesMarket leadership in Innovation in Rate Design
--- Establish market leadership in rate design that support customer dynamic needs for all customer segments, taking advantage of technologies and data science, while ensuring fair and just recovery for the Company
--- Manage embedded risks in rate designs and modify/adjust timely
--- Represent the company's position on pricing, rates, and contract issues before customers, customer group representatives, trade organizations, and regulators
--- Lead and influence conversations at various forums where we have engagement with various key stakeholders (e.g commission, environmental groups etc.)
--- Engage with internal teams to manage priorities and risks of other adjacent teams such as Environmental Policy, Federal and legislative policies etc.Partner on Regulatory Construct Modernization
--- Supports the President's organizations and Regulatory Legal departments in efforts to modernize regulatory construct to allow for new rate offerings and new ways to recovery cost (time and frequency) that are supported by customer benefits.
--- Oversees various (compliance) filings like net metering with state regulators while maintaining quality and creativity.Rate Case & Program Management
--- Supports the pricing and rate design aspects of rate case planning and execution to ensure success, including the filing of testimony, representing Company positions, testifying, and responding to interrogatories. Develops and maintains appropriate relationships with regulators.
--- Oversees the development, analysis, and interpretation of jurisdictional load research. Conducts various studies in support of Company initiatives.
--- Partners with the President's organizations and other departments such as Energy Efficiency, Economic Development, Large Business, and Grid Modernization on issues of pricing and rate design. Provides pricing support for new products and services. Collaborates with internal parties to fully accomplish goals.LeadershipMaintain effective relationships with key stakeholders/customers, both internal and external, to facilitate the rate design innovation and to manage the risks of Disagregation & Deregulation. Demonstration of the highest level of ethics and integrity is imperative for the leadership role.Required Qualifications --- Bachelor's degree
--- In addition to required degree, 10 years plus related work experienceDesired Qualifications Experience in independently interacting with stakeholders to influence new designs and structure implementation 3+ years of new pricing structure and demand side technology experience (time varying rates, smart thermostats, energy storage, etc.) Master's degree#LI-PG1Additional Preferred Qualifications

  • Regulated utility experience
  • Strategic planning; collaborative skills, both internally and externally
  • Effective decision maker; strong leader with ability to see the big picture over the long term
  • Experience in a regulated utility
  • Public accounting, legal or other relevant experience outside of a regulated entity
  • Generation, power delivery or other operations and budgeting experienceSpecific Requirements
    • 3 years of hands-on rate design experience
